i was trying to experiment and see if i could make an earring with a safety pin.. ive managed to dull it but i am not sure if it's safe to put in and wear.

If it was that easy then we all would make our own. Well I don't wear them but those that do would. Heat has nothing to do with making metal non rust. Gold and platinum are the metals best used. some others are good also.

You're putting the pin in fire, then quenching it in water. It sounds like maybe you're trying to temper the metal? This will make the metal harder (and more brittle), but i don't think it will change its resistance to corrosion.I assume that if it's a stainless steel safety pin, you're pretty safe (though even stainless steel can rust if neglected).If you really want that safety pin earring, maybe leave a pin soaking in water for a few weeks first. Examine the pin for brown stains. If you see any, it's probably rust.
